Resolved Question: What to do about water shut off?

I live in Winslow Township nj & my problem is the house (& surrounding homes) I live in was built in the mid 70's using cheap shoddy materials. Rumor says they used sprinkler pipes for water pipes. As a result, in the 7 yrs we've lived here we have had 2 water pipe leaks in our front yard. My hubby has been laid off & we can't afford to hire a backhoe to dig 6 ft down & repair it AGAIN! The township shut our water off because there was a huge puddle in the yard & running down the street. My 60 year old hubby has dug a 3 ft hole by hand but now it's freezing out & he can't go on. We have been without water for 3 weeks & when I call the townshp they suggest we have the entire yard dug up & replace ALL the piping so it won't happen again. My hubby mockingly said to me,"great idea,wish I thought of that." If we could afford that we would have done it for the first leak & I wouldn't be typing to Yahoo Answers. We are struggling to pay bills as it is with his lay-off. The townshp can't help because it's on the house side of the curb. (but they sure can cash the water bill check!! no problm) We are friends with a guy on the twnshp board & even HE can't do anything to help us, he did try tho. & he's got our vote!!! Does anyone have any ideas for us to try cause other than typing to the news (which I already did, no reply) I'm out of options & water. btw Winslow Twnshp has the highest taxes in Camden County. how could n.j mean new zeland? If it was that I would have put N.Z. right?? krn001, did you read the whole thing? it's not a sprinkler system problem. The builders used sprinkler system pipes instead of regular water pipes.
